Since it has already caused disruption within the academic community, how is "bad" defined?

DSc candidates and their entire review panel being put through the legal wringer, whether convicted or not?
Bet it'll be really easy for such people to compete for research funding after that -- not to mention that it'll have no effect on their employment prospects.

Bad is a matter of small differences -- consider the difference between a living being and a fresh corpse. Lots easier to preserve the former than ressurect the latter.
