Theft of bandwidth ?

I can understand where the cable companies would want a law like this. It is a common practice for them to scan for systems in use on their cable networks. If you are on a cable modem and a PAYING customer, you may be STEALING bandwidth because you have your home network on a cable router. Look at the fine print! Their idea of bandwidth may mean ?use of bandwidth by a single system?.
The equipment, facilities, cable lines, and employees that is required to provide internet access is not cheap!
How many TVs and VCRs do you have connected in your home? And just how many outlets did you pay for? Every connection to the cable network causes a signal drain and this drain can be monitored remotely. Prosecuting one person will gain nothing, threatening everyone will improve bottom line. This will provide them with the means.
With a bill like this, you pay or go to jail depending on your cable contract. When was the last time you read your contract and does it have that ?this agreement is subject to change without notice? in it?
