These are passive RF devices. They REQUIRE an antenna to gather in the "Activation energy" from the scanner and to rebroadcast the signal with their ID code. Sure, improved chip manfacturing technology will allow more data to go into a smaller space, and possibly allow rewritable chips (SmartChip + RFID) but there will ALWAYS be issues with antenna size vs range.
Active devices would require a battery to power their transmitter, which adds size, mass, and cost. Did I mention the antenna?
Conceptually, there are some serious Big Brother scenarios that could come out of this. Much of the technology exists to implement it, BUT who's going to pay for placing scanners on every street corner and high speed network connections to connect every database with every other database reading these things?
How are "They" going to stop my wandering around with a transmitter on their freq constantly spitting out a couple of milliwats worth of random RFID chatter?
Think about it.
