Unwanted e-mail saps security budgets and wastes everyone's time. It's nice to see Bill Gates take some responsibility for stopping it.

The company I work for currently runs its own statistical spam filter because we found we couldn't trust DNS-based blacklists not to produce large numbers of false positives. I certainly don't think we'd trust Microsoft to decide for us what is and isn't spam!

Given Microsoft's tendancy towards using their monopoly to get an unfair advantage over competators, giving them total control over what email does and doesn't reach its intended recipients doesn't sound like a good idea.
