1. Divert attention away from their lack of security.
2. Set it it people's minds to adopt their yet to be announced for-a-fee mail service.
No doubt the fairies and goblins at Microsoft are conjuring up some "internal" internet mail message protocol which they will sell to the public as spam free email. Either that or an entirely closed proprietary internet "network" ala AOL.
They're as predictable as their bugs.
