I'm in early testing of our SpamTracking tool, and it's really effective. It not only tracks them down, but it also can "stick the spam up the ass of the spammer" literally.
The biggest hurdle of finding spammers is the ISP's privacy policy.
Spammers know this, and can effectively hide behind the ISP's policy, and this includes 99% of American ISP's.
ISP's need to adopt and change their policy and make it clear to the spammers that if they spam through an ISP, then that ISP has the right to disseminate the contact info on the spammer to make it easier to prosecute and sue them.
