One difference between the computer security "market" and others is thats its more susceptible to insider manipulation.

Consider someone who both bets on a new virus outbreak, and causes one by writing and releasing the virus.

Not especially likely that you'd get this sort of activity in the real terrorism world, but not at all unlikely that you might get it in the computer security world.

Creating a market that isn't susceptible to these manipulations would be rather difficult.

It might be a way to keep people honest in their predictions, but I wouldn't be surprised to see people game it either.
