One issue that may have contributed to the Slammer worm is that there's no way to firewall all unused UDP ports on Windows 2000 without either a stand-alone firewall or a third party product. You can easily filter TCP with the IP Security tool, but not UDP -- since IP Security doesn't keep state on UDP, and provides no way to specify a range of ports, you lose DNS functionality if you try.
