Secondly, on the existence of professional crackers on Russian soil, well these crackers can as brilliantly compromise a system remotely as they can locally.
If these large organizations can't move their companies to India then they can atleast move the Indians to their country, and it has happened, silicon valley for example.A decade ago in UAE manual labour was the rate of 25 $ per day minimum, then they started bringing in labourers from India and Bangladesh who were ready to work on less then 3 $ a day, the same can happen, and IS happening in IT. So you see the difference.
