I agree 110% with you. It is simply just supply and demand. There are still plenty IT jobs in the US. There is simply not enough specialists to fill all of them. So of course the rate of pay is going to increase a little for IT here in the US. I just think it is bad timing with the terrorist movement to move IT out of the US. Especially network security.
