I'd say it would be a lot easier for a Russian Steven Michnik to social engineer his way to an admin password if his target was in Russia than if his target was in the US - if only because his command of English would have to be lot better than my almost non-existent Russian. And Russian organized crime orgs would have an easier time threatening or bribing Russian key employees and their families than US ones plus the facilities themselves would be in physical reach. And Russian time zones might kinder on Russian crackers' biological clocks than US time zones. Finally, there is a difference between your credit card data ground to dust particles at the WTC and your credit card data being stolen and used to spread around some happiness at your expense.
