Linux (like all other *ixes) use a monolithic kernel architecture, so it's real easy to tell which parts are OS and which ones aren't (modules are semi-included, but even changing one of those doesn't require a reboot 99.9 times out of 100.)
Windows, with a Microkernel architecture, has this HUGE fuzzy area in which most services/proggies that came with the CDs are vital, and a rare few aren't. If one part fscks up, the rest of the structure stands a great chance of falling down with it.
To top it off, with Microsoft claiming that things like IE are vital parts of the OS, it gets pretty hard to tell what parts are OS and what parts aren't...
