- paid yearly
- you get access to the site where the patches are hosted
- you get support (it's not bad actually)
- while your maintainance is running, you can upgrade to the next version of the product, when it becomes available. But you don't have to.
The upgrade comes with no additional cost.
Security Fixes for FreeBSD, Debian et.al were free last time I looked, though.
So the article is a bit of an over-generalisation, IMHO.
