In general I agree with your sentiments, but never the less I think its impractical and prone to serious abuse - Their are plenty of viruii that spoof IP's, giving people license to attack back will likely cause more damage - If someone bashes someone to an inch of his life, even though He's a victim He doesn't get the right to go and bash him back - thats the job of the law.
More so why should the victim be tasked with the responsibility of having to do this in any case.
I submit that Internet service providers(ISP's) need to stand up and be counted, if ISP's gave people the ability to control the traffic that came down their pipe (simple web based Firewall) I suggest a significant amount of the Internets traffic would reduce overnight (Cause its just crap).
People can then protect their investment in bandwidth, and if implemented sensibly its far easier than doing revese hacks.
