Should we not be responsible for our actions?

Lets think about a similar situation that I feel could be the future for computer users. When we own a car, we have to have it inspected at least yearly. We are also responsible to make sure it is in working order, especially when it comes to safety. After all, when we get behind the wheel of a car, we are not only endangering our lives but others as well.

What I am suggesting is that there is some sort of certification, which would have to happen in a timelier manner than yearly, for computers. With this certification, a computer would have safety precautions to help prevent intrusion as well as help prevent attacks.

I believe that it should be the owner?s responsibility to make sure the computer is safe. With this, would come penalties when a computer is found to be the source of an attack.

I know that not all attacks can be foreseen and prevented. If a computer that is certified for prevention is found to be a cause of an attack (or participated in an attack) then a lighter penalties would be imposed if the defendant could prove precautions were put into place.

One of the biggest problems with computer is education. Everyone needs to be educated with safer Internet practices. Don?t we try to teach our children to be safe while out in the front yard by telling them not to talk to strangers?

I would be pleased to hear others comments to this approach.
