Wanting all users to be patched is a wonderful goal, but we have to look at the reality here...

Although more and more people are getting a broadband connection, we cannot forget about the people still on dial-up. It is virtually impossible for these folks to update anything, be it their AV software or their OS. Yet they are just as easily infected by worms and just as easily spread them. Microsoft will send you some of their updates on CD for the cost of shipping, but not all. And it shouldn't cost people anything to fix something that they didn't break. And I have yet to see AV companies offer a similar deal- although their updates are smaller, they can still be a bear to download on a 21k connection.
