I personnaly think that the check list is a great idea but I am wondering about the last item...
Why does the average user needs to check that what ever happens, he will still use Windows(R)?
MAC is OK, Linux (Mandrake, Suse, Lindows) is also OK.
If Windows(R) is getting too hard to manage and to secure, maybe the solution lives in another OS...
Just my two cents...
