I think the point is that this checklist is ~CLEARLY~ aimed at Windows users, and the goal he set out to accomplish was creating a comprehensive "Do" list for all those Windows users. I find it very annoying how most people who set out on the same mission would have tried to pass off something like:
Operating System:
[] Switch to Linux or get a Mac.
[] Never use Windows.
Well, that's really not too bloody helpful for the MILLIONS of people who run Windows and want something a little more useful than "go get a different OS". He acknowledged the fact the Linus and Mac both have better security track-records, but isn't trying to make anyone get a new OS when it's likely much easier to secure what they're already running.
