Sounds like your client is suffering from bad management, and perhaps a variation on the "when you're up to your arse in aligators..." theme.
I would happily lend your client's boss my notes on "Security Management Practices" & "Operations Security", plus a "go to jail do not past go", precis of Sarbanes Oxley...oh except I've scribbled notes all over them. Sorry.
