Western society made the move to installing and using locks because not using them had direct, significant consequences. If you didn't lock your doors your stuff got stolen and the insurance wouldn't pay for it. We'll see users start to change their attitudes and approach when and only when behaving the way they do now starts to have direct, significant consequences. IOW, people will stop jumping through hoops to install the latest virus when the people who do so get not only fired for doing so but laughed at for being so gullible.
