"Once the realization hits that there are personal consequences for certain behaviors, people will begin to consider what might happen if they open this weirdly named file. I fear what will happen to make users realize the threat"

I would bet that most people know that there are consequences for getting infected by a virus. Everyone knows viruses are "bad". Consequences isn't going to ANYTHING for the average user - it doesn't matter if they are a home or business user.

The SAME users get infected OVER and OVER again with the SAME methods. They don't learn. Its not like viruses are new. They've been mainstream for 15 years.

The ONLY consequences that would to anything to change their behavior would be to:

A - Send them to jail
B - Some sort of physical harm
C - Take away their "computer license" (If there was such a thing) so that they can't surf their porn or work - and even that won't work. There are plenty of "drunks" who had their drivers license suspended, yet they still drive until they are caught and jailed.
