Today, should anything bad happen, the first reflex is to find a culprit, someone to sue. People refuse to take responsibilities for their actions.
I don't think the Internet user license is a good solution. Fake IDs would soon emerge, pushed by organized crime.
One great thing about the Internet is that anyone can access it. People all over the world, living under different political regimes, economical situations, etc. Providing anonymous proxies to students in China is something democracies should be proud of.
Unfortunately, "everyone" also include the morons.
