It's the responsibility of a driver to acquire (and pay for) the necessary training to not be a hazard on the road, and it should likewise be the responsibility of Internet users to acquire and pay for the training to not be a hazard to themselves and others on Internet.
The governments should also demand training. Allowing it to be a free-for-all is irresponsible.
