Computer operating systems are not.
This has nothing to do with the driver of the automobile. They should expect and be guaranteed that the axles won't snap on the first pot hole they encounter. They should expect and be guaranteed that a Certificate of Roadworthiness is just that.
Microsoft fails on all account. It is a sub standard, poorly engineered product that would fail every single authoritative licensing, certification body for new and used 'whatever' if there were one. This has nothing to do with the operator of the operating system.
You cannot expect someone to operate faulty machinery. You cannot even switch on a new Windows XP without getting infected. Infected through a hole in a brand new machine.
"Patch management" says it all. As though it is to be expected and accepted. Until the oafish logic that oozes from this author's article and the bum-licking replies it has garnered are quelled by forceful re-education, this is all nothing more than a finger pointing blame game. Any normal person on the planet can see that the vendor is at fault.
Hey, let's do this. Let's test this in a Court of Law Oops... we already have.
