a) Users have the right for the best and most secure solution for their needs. In this case, Firefox solves the problem for the users. The more people start using alternatives, the harder M$ will start working on making IE (or any other product in their portfolio) a secure and good-working program.
b) As Tim says, IE has grown aboves M$'s head. They should take an helicopter ride and look where it's heading.
c) There should at least be a regulatory authority that monitors security on websites. I have no direct idea how this can be achieved, but at least somebody should start the discussion. If I'd make paper that self-combusts after X-days, I don't think it would be used to print magazines on.
