As far as local vulnerabilities go, every operating system you mentioned have MANY. Due to the unusual nature of a system I administrate, I have actually audited a windows 3x system within the last year. There is little you can do to harden 3x apart from by making it small enough that it is not possible to break anything. As for suitability for a particular task, win 3x is in fact no more reliable than any of the later OS's. There are still memory leaks and you still get null pointers, the system can still lock up on you.
