The statement doesn't contradict itself.

Apple's experience to date with viruses and vulnerabilities has been significantly better than other OSes. That doesn't mean its perfect in the past or will be in the future, its just been better to date.

Based on that experience, Apple need not expend more resources in this area than is warranted. That doesn't mean to ignore security or spend no resources. Apple uses security-minded folk in the design of its software, and we've experienced the generally good result of that allocation of resources.

So Apple is doing at least as well as others in terms of security. So don't "blame" them for that; they do not deserve blame. But since nobody is perfect and has all the best ideas, I have no problem with challenging them to be even better.
