This is true for Delivery Receipts, but not for Read Receipts, in Outlook 2003/Exchange 2003. You can set Outlook to accept, deny, or ask about Read Receipts ("Did the recipient read my message?") in an Exchange environment, but you are indeed hosed with regard to rejecting Delivery Receipts ("Did the recipient GET my message?") from someone else in your Exchange organization. The Exchange administration can even block Delivery Receipts from users outside your Exchange organization, just not inside. Crazy, eh?
