I sent Scott a message similar to this... But to be precise, the delivery receipt has nothing to do with the "recipient getting" the message. It has to do with it being delivered to the mailbox within the message store itself. The system admin message does say "delivered to the following recipient(s)" but what it should really say is "was delivered to the recipient(s) mailbox in the message store, though the intended recipent may not even know it exists yet." It only works internally by default, and is really only for troubleshooting mail delivery issues. In fact, even if you have Read Rcpts ON or Prompt, and someone requests one externally and you accept, Ex2k3 STILL won't send it unless you go into the advanced properties of the global settings of Message Format and explicity select "Allow Read Reciepts" which is off by default.
