All they would be doing is making the internet more vulnerable to abuse and restricting the capabilities and security of regular law abiding users at the users expense. The people that they would be wanting to monitor would be able to use additional encryption ( unless they were careless or stupid in which case they will be caught). So it will not enable them to tap competent criminals just fools and the innocent.

What's the bet that some talented hacker will find a vulnerability in the tap system and as such turn it against the watchers, making them become the watched. I'll bet they won't like it, but it'll give them a taste of their own medication. I'll laugh my ass off when I read on security focus that the Isralies have been tapping the FBI communications for the latst 6 months using their own forcefully implimented technologies.
