I think the point was "computer users don't have the capacity to understand how to use their computers, lets punish the companies who provide them with Internet access because they extend too much freedom to their customers".

Internet providers are already being punished, the costs associated with pollution emitting from insecured and inadequately protected home PCs are significant. A D-Link 604 is $50 CDN, anti-virus software is <$30 in most cases (or free), and Microsoft patches supported (i.e., not ancient) releases for free.

Security professionals have a responsibility to encourage their friends, family (including computer-novice Aunts), and coworkers to adopt some approximation of a best practice. Abdicating responsibility and pointing the fingers at anyone other than the people who write malicious code, computer who write swiss-cheese software and the users who allow their computers to be hijacked is unfair.
