Sure, you shouldn't need any certificate to drive a car in your own back yard, or a computer on your own lan, but once you drive on a public highway or connect to a public network, I think it's stupidity *not* to require proof that people are able to do so in a safe manner. If you can't drive responsibly, you have to take the bus or get others to drive you. If you can't drive a computer responsibly on internet, use a public computer.
Yes, it really is that simple. You have NO right at all to jeopardise MY computer or car, just because you can't be bothered to learn how to use it.
