the corporate example tells me they don't adher to the Defense in Depth principles, Antivirus, IDS and systems patching should be combined to fight off these threats) and there is no policy for laptops returning from abroad.
Secondly :
Why don't universities implement thin client solutions for dorms ? They are manageble, even for big installs and they offer a higher level of security (and no tampering) than allowing everybody to bring in their own device. Additionally, A wired/wireless solution can be provided to allow laptops/own computers to connect to the internet, but seperate this segment from the actual university resources.
