Also, it may be difficult to get a campus licence that takes into account that most students wont be using a particular piece of software simply because they are not in a particular field (eg. matematica). And depending on field, students may prefer Unix/Linux over windows.
Finally, many students would like to have a laptop they can take with them when visiting parents or going on holiday or abroad. They may want to bring it with them for working in groups or to the lab.
While providing thin clients will provide many students with what they need, you won't get around the anarchy - students will be connecting whatever gizmo can be connected.
