A high percentage of personal information that the crooks obtain is from "low tech" sources - dumpster diving and/or theft from mailboxes. Another source are e-mail scams, such as "phishing". And one of the most difficult to investigate is an "insider" attack, where a "trusted" employee absconds with the data. The higher up that indvidual is in the food chain, the more difficult to investigate.
Focusing on the technology is better than sitting on our hands. But maybe we should be attacking the behavior.
