A similar problem would be a lack of decent training. I worked with a medium-sized IT firm that offered training funds as part of their benefits package. The company offered $3000 per year per employee for approved training courses.

...good idea - IN THEORY. The only courses were ever approved seemed to be basic office skill courses, and those were generally only approved for the non-technical workers. Seems that the techies were too important (read: billable) to be away from the job site for training purposes.

A few brave technical employees asked upper-management about the disconnect. The response was, "In theory, all employees have that money; however, we count on the fact that many people will not take advantage of the training when we allocate the training budget. Technical courses cost a lot more than office training!".

...and then, there was a great exodus of technical employees....
