I think a great deal of getting a training budget is in the way you present your case to MGMT. It is one thing to say that training is required to stay current with evolving threats and technologies. However, it is a different ball game to say that training "X" will help realize immediate and future cost-savings in terms of security management and operational costs to the organization. Everything should be a win-win situation.

Another good practice, after each course, prepare a quick & dirty slide show to brief fellow co-workers on what was learned (e.g. lunch&learn session). This way, everyone benefits from individual training. If you make sure MGMT hears and sees you doing this, they might be willing to send you off on more training in the future (budget permitting). ~Jarett
