One way to possibly reduce the damage is to "cut-off" the traffic coming from the more lawless regions of the globe.

A few years ago, we noticed that about 70% of scans, intrusion attempts, worms, etc. came from asian, east european and african IP ranges. So we configured our firewall to drop any packets originating from those ranges.

The drop in nuisance traffic was impressive. And since 99% of our business was american, we could live with the loss of web presence in those parts of the world.

DDOS attacks could still occur, using zombies in america and europe, but at least we'd have a better chance of getting the authorities involved in those regions.
