Sure, Windows Update is still available, but to the extent that people mistrust that facility, they are harming the public. Security patches must be treated differently than every other update, because they have the potential to affect not just the consumer itself, but the internet community at large.
The type of policy microsoft proposes, on the other hand, seems completely appropriate for non-security content.
