The reason a dog can pick up the contraband is because the odor of it goes outside the container (the trunk). Thus; it has leaked into public space. Just as trash becomes public when placed at the curb. Searchable and usable for reasonable cause (I believe).
The reason this shouldn't work on the net is the packets do not leak outside the header and trailers. So it never really becomes "public" for inspection.
Just a thought.
