They evaluate projects based on ROI, and the security industry has not provided the numbers that are required... just anecdotes.

And herein lies the problem. When will companies "get it" that there is not an ROI when it comes to security. Is there an ROI associated with maintaining physical security? No, it is an overhead cost paid to mitigate the risk of theft. Whay makes cyber security any different?
