Thanks for the great article and the challenge presented to the reader. I do believe there was one option which was covered by Security Focus in the past that was forgotten. It is CHX-1 solution. You can find information at:

This windows firewall has so many features and functionality that used to be found only on UNIX/Linux type platform. It is really worth a look.
Lately they were bought by Third Brigade (http://www.thirdbrigade.com/) but the key brains have remained with the company and they are still the people who continues the research and development.
For me an old UNIX/Linux guru, it was the first that I got excited about a windows based product that was protection my hosts properly and giving me the functionality that I have come to appreciate on other platforms.
