Clarification:

Point about distributions not supporting user limits out of the box = not so silly. This may be an oversight or may be done on purpose on desktop-centric distros. Server installs should support reasonable ulimits by default though, good point.

You do seem to hint that the linux kernel doesn't allow user limiting which is plain wrong and has been for a long time.
