Microsoft bought Central Point Anti-Virus and included it in DOS 6 in 1993. Many people in the anti-virus industry at the time believed that MSAV was worse than no anti-virus. It reeived few updates. Its detection abilities were poor to begin with and quickly became abysmal (resulting in a false sense of security for the end-user). Further, it interfered with the function of other anti-virus programs. The anti-virus and anti-spyware industries require constant research and frequent updates. These requirements do not fit well with Microsoft's history.
Admittedly, the recognition of security as a requirement is much greater now than it was then. Microsoft would certainly have an institutional memory of MSAV. Hopefully, the mistakes of the past will not revisit us again.
Personally, I will remain skeptical and wait for a bit more proof.
