Whoah! The group of 'hackers' is described as a big grey mass that makes people's lives difficult and costly.

Really, what do you expect? There are always people out there with ill will. Some do it for fun, some do it for fame, some do it with criminal intent (extortion, espionage, ...). Basically it is like anything else - try pulling out all the police.
