No, it didn't. I know 'cuz I wrote the code and you can check in the original source for smapd.c in the firewall toolkit; there was a check to bounce any recipient that wasn't @whitehouse.gov.
When I turned the machine over to the Exec. Office of the Pres in '94 (I think it was) it was still running my code. After that they had a variety of other people come in and get their hands all over it, so I can't vouch for what happened then.
So what makes you think you know what you're talking about?
