Point 1 is a difficult question to answer, possibly only time will tell how affective this approach will be, but where you draw the line is almost impossible to judge. As the article states do you limit access to just the country where the web site resides? Surley this goes against the whole ethos of the Internet. Also limiting access as they have may make the issue more managable (and yes I do know that often thats the best you can do) but it doesn't get rid of the problem, so is the cure as bad as the disease.
Taking point 2, the clients are paying for a service, limiting access as they have has changed the nature of the service, i.e. it is no longer the world wide web, more the western wide web, therefore the users should be informed.
