When I was in china for a vacation about two months ago, I stopped into one of the internet cafe's to check my email. The boxes were running Windows 98, and the subscription for the antivirus software had expired 4 years ago. I did a netstat and the list went on and on and on... I suspect that is a good indication of the state of a *lot* of the computers there.
