A DNS server can use whatever tree it is configured with to resolve addresses - modifying a server to use multiple trees isn't a big deal. Conflict resolution is a bit more interesting, but , at worst, we end up with a tree for each TLD.
To be honest, the realistic outcome doesn't really look that bad - as with many things on the 'net [eg. Google] it's all a popularity contest.
