We know that technology can be used to track people's location via a cellphone, but how difficult is it for law enforcement to get a court order and do this legally?

While I love my privacy as much as the next person, I believe the US has moved into a new era as far as National Security and what needs to be done to protect its people. Yeah I know the Ben Franklin quote, but Mr. Franklin did not have BCRNE threats back then either.
Barring the implications for a Animal Farm type future, I think we need to realize what is really at stake here. The proverbial "bad guys" are getting better at what they do, and our Agents need all they can to keep up with them.
It is easy for many of the people to complain about privacy intrusions now, while back around 9-11 they were the same ones complaining why the government did not have intel to prevent airplanes being turned into weapons.
